Council considers ‘city of peace’ proclamation and partnership with peace education group

Councilmember Tammy Grimes asked council to consider designating Stonecrest a "city of peace" and to partner with Heavenly Culture World Peace, Restoration of Light (HWPL), an organization that runs peace-education and community-engagement programs. Grimes described past HWPL activities in the area and said the group seeks municipal proclamations as an endorsement of its local work. "They want the city of Stonecrest to be known as a city of peace while supporting the efforts global efforts," Grimes said.

Council members asked clarifying questions about expected city responsibilities. Grimes said HWPL was not requesting funding in the discussion; the principal request was for a proclamation and opportunities for the organization to participate in city events and youth programs. City manager Scruggs said a proclamation is routine and staff could accommodate HWPL participation in appropriate events or youth programs and that the proclamation itself would not obligate city funds.

Councilman Terry Fye confirmed staff normally drafts proclamations at the request of a sponsoring councilmember and the city clerk formats the final text. City attorney Denmark said proclamations typically are sponsored and drafted by councilmembers and reviewed by the clerk's office; no legal barrier was raised in the work session.

Ending: Councilwoman Grimes agreed to provide draft proclamation language for council review; staff agreed to schedule HWPL for a council meeting (August 25 was suggested) to present their program so council can consider a proclamation and next steps.
