Committee advances liquor‑license requests for a Philo Road convenience store and new H‑Mart supermarket

The Committee of the Whole considered two separate packaged‑liquor license matters and placed both on the consent agenda for council action.

Satara Gas Inc. (1821 S. Philo Rd.): Staff explained the sale of the existing gas‑station convenience store required the buyer to apply for a new liquor license in the new owner’s name; the license at the location existed previously and this application is a replacement/transfer. Council members noted neighborhood concerns when liquor outlets cluster, but members also pointed out this application replaces an existing licensed retail location. Council placed the matter on the consent agenda.

H‑Mart (220 N. Broadway Ave.): H‑Mart representatives said the supermarket will include packaged liquor sales and an in‑store grocery café where limited alcohol service would occur; the applicant is asking for a packaged‑liquor license and associated authorizations. Council members noted that a supermarket is different from a stand‑alone liquor outlet and that the H‑Mart site previously had a license; staff said H‑Mart’s grand opening is scheduled for Jan. 16. Council placed the H‑Mart liquor license request on the consent agenda.

Several council members said they would like more consistent information about liquor‑outlet density in neighborhoods for future licensing discussions; one council member suggested the city develop clearer guidance or a community‑impact metric for proximity/density of packaged‑liquor retailers.

Both items were moved to the consent agenda for the regular council meeting.
