Staff presented code changes to remove the recycling tax from the city fee schedule (it is a tax in code) and to adjust food‑license fees to align with Champaign‑Urbana Public Health’s new processes. The ordinance would also set up a $0.10 single‑use carryout bag tax, but staff said the detailed implementation criteria for the bag tax (who is affected, exemptions and collection) require more work and will return to council later; the bag tax would not become effective until Jan. 1, 2026.
Specific code changes in this packet would: (1) remove recycling tax language from the fee schedule and put it under the tax code; (2) increase the food handling mobile dispenser license from $61 to $87 to align with food handling establishment fees; and (3) eliminate a temporary license that Public Health does not issue for Urbana.
