Councilmember Morgan said the police department and its liaison requested the amendment to amend Ordinance 15-20-21. The proposed language would require operators of side-by-sides, utility terrain vehicles and similar machines to carry proof of insurance.
Councilmembers and staff discussed the vehicles covered—side-by-sides and “gators” were specifically noted—and confirmed that items such as skateboards are not affected. Council staff advised that, because the change is substantive, if adopted at a later meeting the town must advertise it for 30 days before it can be enforced.
Councilmember Morgan noted that the ordinance text had been revised by staff counsel and that the current draft was likely more legally precise. Police Chief Hill was mentioned during the discussion as supportive of the change because some small off-road accidents under a $750 reporting threshold were not being reported to police under state practice.
The ordinance was introduced for consideration; no final vote or enforcement date was recorded at the meeting.
