Board reviews MSBA resolutions and adopts resolution 3; field-trip and graduation policy proposals discussed

Directors discussed proposed Maine School Boards Association resolutions and considered several policy items at the RSU 06/MSAD 06 School Board meeting, then adopted a resolution (resolution 3) on a second reading.

Superintendent Gleason asked board members to provide input to the district—s MSBA delegate so the delegate can represent the board—s perspective at the MSBA assembly. Director Kreutz raised a question about proposed deletions in the MSBA packet, specifically why an item described as "administrator evaluation effectiveness" (listed as 2A1A in the packet) was recommended for deletion; Kreutz asked the board to consider whether that change should be opposed.

On policy matters, Director Carlo presented a first reading of a consolidated field-trip policy, identified in the packet as policy IJOA. The proposal combines procedures for in-district, out-of-state overnight and foreign field trips under a single policy and keeps approval authority for school-day trips with building principals while requiring building principal and superintendent approval for overnight out-of-state and foreign trips. Carlo said: "Field trips are still subject to available resources, and applications for field trips still require a lot of information to assess relevance to curriculum, safety protocols, as well as accommodation and travel plans." The revision repeals an older administrative regulation (EEA-R) and places the procedural language within the IJOA policy.

A second-reading item (resolution 5 / policy IFK) clarified graduation requirements for students in a differentiated diploma program, including allowing students to continue for a fifth year or enroll in adult education to complete requirements. The board then moved to consider other second-reading resolutions and took a formal vote on resolution 3.

Director Carlo moved adoption of resolution 3 and Director Sargent seconded. The board vote passed with nine members voting in the affirmative. The board recorded the motion as: "I move the adoption of resolution 3." The meeting minutes report: "9 members voting in the affirmative. The motion carries." The transcript does not list an explicit roll-call vote by name in the recorded exchange.

Separately, the Policy Committee reported it will stop making final administrative-procedure changes without explicit board direction: future changes to administrative procedures will be sent to the full board and remain subject to board approval unless the board advises otherwise.

There were no motions recorded at this meeting to direct the administration to implement the field-trip policy change; the IJOA revision was treated as a first reading and open for comment until the board takes a final vote at a later meeting.
