Blue Springs staff to issue RFP for comprehensive plan rewrite; commission to play active role

City planning staff notified the Blue Springs Planning Commission on Monday that the city will issue a request for proposals to hire a consultant to prepare a full rewrite of the city’s comprehensive plan.
Staff said the RFP will be issued later this week or early next week, remain open for about 60 days and aim for a consultant selection by the end of the year. “Per state law, the comprehensive plans are the purview and approved by planning commissions throughout the state,” a planning staff member told commissioners, adding that the commission will have an active role and that the RFP requires robust engagement with the commission, the City Council, stakeholders, residents and businesses.

Staff said the rewrite will align the plan with the City Council’s recently approved strategic plan and that work will include demographic and technical research before a public outreach kickoff after the start of 2026.
Staff noted the city has budgeted funds in its long-range capital program to support a full rewrite rather than a smaller update; the process will include innovative public-engagement techniques used by other jurisdictions in recent years, including web-based tools and stakeholder workshops. The staff presentation emphasized that the project will shape future land-use categories, transportation modeling and capital improvement priorities for roughly the next 20 years.
