Commission approves final plat for Hawes Estates to host Tri County Water Authority facility and two homes

The Blue Springs Planning Commission unanimously approved the final plat for Hawes Estates on Monday, allowing a 17-acre parcel at 27711 Southeast Wyatt Road to be divided into three lots.
The Tri County Water Authority will use Lot 1 (about 7 acres) for a water infrastructure facility and a gated access off Southeast Wyatt Road. Lots 2 and 3, each roughly 5 acres, are intended for single-family residential development with individual driveways off Shroud Road and private septic systems that staff said will comply with Missouri Department of Natural Resources requirements. Staff reported that Lot 1 does not require sanitary sewer.
Staff recommended approval with five conditions, saying the final plat is in substantial compliance with the preliminary plat and the Unified Development Code. “The final plat for Hawes Estates first plat meets the city's requirements and is consistent with the comprehensive plan and UDC,” staff said during the presentation.
Applicant John Overstreet said there were no substantive changes from prior hearings and described immediate plans for a roughly 40-by-60-foot structure that would house a future pump station to interconnect Tri County’s system with Blue Springs and District 13. Overstreet said the interconnection will help during outages and support future growth in the area.
The commission voted to approve the final plat; the motion passed unanimously. Staff noted Tri County will remove existing structures on the site by Dec. 31, 2026.
Ending: Staff placed five conditions on the approval; those conditions will be listed in the staff report and must be satisfied before final recording and construction of the Lot 1 facility.
