Board splits on consent packet after questions about stipends; later approves packet with one item removed

After discussion, a motion "to approve the consent items as presented" (moved by Mrs. Sheffer, seconded by Mr. Dodson) resulted in a 2-2 split and failed to pass, recorded in the transcript as a tie.
Board members then debated options for proceeding. Staff explained the two part-time positions cited in the packet were funded by existing ESSER grant positions and did not require board approval; the stipends, however, would require board action. After further clarification and an offer to have offline conversations about additional names and duties, the board took a subsequent motion to approve the consent items with item 8j removed.
The second motion to approve the consent items with item 8j removed was moved by Mrs. Sheffer, seconded by Ms. Clem, and passed 4–0. Record in the transcript shows the board then proceeded to superintendent reports.
