Opioid abatement council updates county allocation formula and reports $178.9 million in trust fund

The Tennessee Opioid Abatement Council on Oct. 7 approved updated county allocation percentages and reviewed the latest trust fund balance as the council prepares county payouts for 2026.
The change follows guidance in the state subdivision agreement and state law (Title 33, Chapter 11) that requires county allocation percentages be updated every four years. The council said it used four inputs provided by the Tennessee Department of Health for each county: fatal overdoses, nonfatal overdoses, morphine milligram equivalents prescribed and county population.
Mary, executive director of the Opioid Abatement Council, told members the updated estimate for county payouts in 2026 is about $16,900,000, based on the settlement payments that the state has received so far. She also presented the trust fund cash available as of June at $178,890,967.88.
The council noted the allocation totals fluctuate because money from settlements arrives over time and in differing amounts; the attorney general’s office provides updates on incoming settlement payments. Mary said some recent settlements and staggered payments explain year-to-year movement in the county line item.
Council members voted to adopt the updated county allocation percentages and to confirm distributing funds using the department-provided inputs and the state subdivision formula.
