Phoenixville Borough Council on Aug. 12 authorized the borough solicitor to submit comments and, if appropriate, file a motion to intervene in New England Hydropower Company LLC's preliminary Federal Energy Regulatory Commission (FERC) application concerning Black Rock Dam.
Borough staff and counsel briefed council that the dam affects water levels relied upon by the borough's water treatment plant and that the borough has an interest in ensuring water supply and recreational initiatives along the river would not be adversely affected. Counsel recommended either submitting comments or intervening to protect borough interests; council approved authorization and recorded the Oct. 3 deadline for comment or intervention.
