Stevens County awards $3.47 million paving contract; highway staff report equipment arrivals and maintenance plans

The Stevens County Board of Commissioners awarded a large paving contract and heard multiple updates from road and bridge staff about maintenance equipment, lot improvements and traffic-calming signs.
Road and bridge staff recommended awarding the full-depth reclamation and paving contract for several roadway segments to the apparent low bidder, Mark Sand and Gravel of Fergus Falls, Minn., at $3,474,901.29. The project description in the meeting included full-depth reclamation, paving and aggregate shoulder work. A commissioner moved to accept the bid; the motion passed by voice vote.
Staff reported several maintenance updates: a first lift of pavement remains and crews will place a second lift when materials allow; county crews patched rutting and thin spots at several lots; staff will place topsoil and improve drainage at a county lot; and fall ditch mowing remains delayed in wet areas. Road staff noted they purchased a shoulder-reclamation attachment (the CMP road shoulder device) that recently arrived and will be used carefully to avoid erosion while reclaiming aggregate for shoulders.
Staff also said MnDOT funded vehicle speed feedback signs through the county's high-risk roads program rather than through local TZ funding. The county expects two signs per side at several locations; once MnDOT installs the signs under contract they will become county property and county maintenance staff will be responsible for batteries and upkeep.
No formal question-and-answer motions changed the scope or funding of the large paving award beyond the bid-acceptance motion. Several items described — topsoil placement, drainage work and spot paving — were presented as operational updates and maintenance choices.
