Cape Coral council preauthorizes $250,000 for interim Sands Boulevard bridge repairs

The Cape Coral City Council on Oct. 8 approved Resolution 286-25 to preauthorize up to $250,000 to expedite contracting for interim repairs near the Sands Boulevard bridge after recent storm damage.
Council member Leah Lehman pulled the item for clarification about why the resolution title referenced bridge construction while the bid package described a seawall or north seawall repair. City staff explained the agenda title is a summary and that the request is specifically for interim mitigative repairs, not the permanent redesign.
"The resolution was a specifically a preauthorization to expedite the process for awarding construction," a city manager representative said, describing the interim work recommended by the engineer. "That scope of work is some sheet piling driven in to stop additional erosion from coming into the area where the seawall had been compromised, and then also some back-filling with flowable fill, and stabilizing the area while we wait for the permanent repair design to be completed."
Staff told the council the permanent repair design recently switched to the Florida Department of Transportation (FDOT), which will complete the permanent design in-house. Council members thanked staff for moving quickly to stabilize the site and to avoid further deterioration.
Council member Kilraane praised the decision to perform mitigative repairs now. "It shows that we recognize that we have to maintain that bridge and keep it in satisfactory order and minimize any further deterioration," Kilraane said.
The resolution text noted the interim repairs aim to prevent seawall and embankment deterioration, mitigate fill loss, protect adjacent infrastructure and ensure public safety for motorists and boaters until a comprehensive permanent repair can be designed, permitted and built. The council approved the resolution by roll call, 8-0.
Staff said the $250,000 award covers interim work recommended by the city's engineer; the permanent design, permitting and construction will follow FDOT’s in-house design and subsequent contracting steps.
