Board approves $17,685 change order for North Walnut sidewalk work; Indiana University to reimburse city

The Board of Public Works on July 15 approved change order No. 2 for the North Walnut Street sidewalk connection that adds $17,685 to a contract with S and J Excavation and Concrete after crews found an elliptical corrugated metal pipe under Indiana University's driveway.
Zach Rogers of the Public Works engineering division told the board the original contract was awarded Nov. 4, 2024, for $141,774 and that the work to remove the pipe will raise the contract to $159,459. Rogers said the additional work "has been coordinated with Indiana University, and they are going to reimburse the city for this extra work." He described the city working with the controller's office to invoice Indiana University to avoid an upfront city payment: "So what I'll do is most likely send an invoice to Indiana University and get a check from them, and then we will incorporate that into the project. So we're trying to avoid paying upfront versus just a reimbursement."
A motion to approve the change order passed on roll call; Roach and Caron recorded "aye." The board's action amends the contract price to include the additional excavation and pipe removal, with reimbursement expected from Indiana University per staff comment.
