The Residential and Neighborhoods Committee voted to forward Bill 51‑25 to the committee of the whole with a favorable recommendation after the sponsor outlined amendments to reestablish and strengthen the Youth Advisory Council.
The sponsor told the committee the Youth Advisory Council, created in 2019, provides students civic‑engagement training and a forum to raise priorities; the amended ordinance clarifies duties, codifies a leadership team (chair, vice chair and secretary), and requires the council to "organize at least 1 seminar, town hall meetings, and also to be sure that they're connecting with other young people within the community," according to the sponsor.
The sponsor said the most recent cohort had identified mental health and violence as top priorities and described orientation, assessment and academic‑year expectations for members. The council reported recent positive outcomes: eight recent youth council members graduated and enrolled in higher education, and one member, Matthew Deal, received a Lilly Endowment Community Scholarship.
No members of the public asked questions during the public hearing. Committee member Gabriel Mercer (a citizen member) was recognized for his prior involvement with youth engagement. The committee voted in favor and the clerk recorded the recommendation to send Bill 51‑25 to the committee of the whole with a favorable recommendation.
The ordinance amendments, if approved by the full council, would restate membership expectations, define officer duties and add an explicit outreach and event requirement for the Youth Advisory Council.
