COG approves multiple claims and RSTP/LTF allocations, including transit claims and a small RSTP reprogramming

The Calaveras County Council of Governments approved several funding and claims items during its Oct. 1 meeting, covering regional surface transportation program (RSTP) reprogramming, local transportation fund (LTF) and State Transit Assistance (STA) claims, and RSTP allocations for the fiscal year 2025–26 work program.
County Public Works requested reprogramming of $48,642 in RSTP funds originally programmed in FY 2020–21 to a road safety sign audit project, with the county specifying the funds be assigned in fiscal year 2025–26. The technical advisory committee supported the request, and the council approved the reprogramming by roll call (vote recorded as 6–0–1).
The council approved resolution FY26-8 to allocate LTF to the local transit operator (CTA) for transit operations totaling $626,093; staff said this amount was already in the adopted budget and the council’s approval formalized an administrative claim. For STA, the council approved a fiscal-year 2025–26 claim for an estimated $455,968; staff noted STA revenues have trended below state estimates and that staff will monitor and adjust budget/claims if actual STA revenue is lower when final state figures are confirmed.
Council members also approved an RSTP allocation of $139,816 to fund the FY 2025–26 overall work program amendment number 1; staff reported RSTP account balances and anticipated next allocations in July 2026. Finally, the council approved allocation instructions for LTF funds, including the 2 percent TDA set-aside for a bike-and-pedestrian fund, consistent with prior council direction.
Each item was brought to the board with staff explanation and was adopted by vote; staff will proceed with administrative steps required to implement the approved claims and allocations.
