The district is the property owner and will be a landlord for an AT&T lease; Amer said AT&T will handle city permitting and planning‑commission approvals. He confirmed the district will receive monthly lease revenue under the agreement once installed, but that the Lockport Planning Commission must grant the special‑use permit before construction proceeds. Board members noted the city planning commission could deny the request; staff confirmed that is within the city’s authority.
