COG authorizes cooperative agreement with Caltrans for Wagon Trail phase 2 PS&E using STIP funds

The Calaveras County Council of Governments voted Oct. 1 to authorize the executive to execute cooperative agreement number 10-0609 with the California Department of Transportation (Caltrans) to complete plans, specifications and estimates (PS&E) for the eastern segment of the State Route 4 Wagon Trail Realignment Project, phase 2.
COG staff said the cooperative agreement moves the implementing responsibility for the PS&E phase to Caltrans, while the Council of Governments remains the project sponsor. The item follows an earlier action by the California Transportation Commission to change the implementing agency on the phase.
Staff reported an original STIP programming of $4.5 million on this phase, with a current balance of about $4.2 million available to program for PS&E. The council thanked staff and partners for the coordination required to move the project into Caltrans implementation.
A motion to authorize execution of agreement 10-0609 passed by roll call. Trevor seconded the motion; the board recorded the vote as 6 yes, 0 no, 1 absent.
COG staff said the transfer of implementation to Caltrans will help the project use programmed STIP funds and advance the PS&E phase; coordination between COG, county public works and Caltrans will continue as the contract and project development proceed.
