Plan commission forwards targeted comprehensive-plan amendments and green-lights phase 1 update work order

The Village of Weston Plan Commission on Dec. 9 recommended that the village board adopt targeted amendments to the comprehensive plan to incorporate the village's recently adopted comprehensive outdoor recreation plan (CORP), update land-use and transportation sections to reflect corridor plans, and revise the housing and neighborhoods chapter to use density categories rather than prescriptive building types.

Mark and other staff described three main amendment sets: 1) fold the CORP into volume 1 (parks and recreation) and volume 2 material; 2) update the land-use and transportation chapters to be consistent with corridor plans for Camp Phillips, Weston Avenue and Schofield Avenue; and 3) update the housing chapter to reflect recent housing studies and a shift toward low/medium/high density designations rather than strictly labeling parcels by housing type. The amendments are framed as an incremental update ahead of a full 10-year comprehensive-plan rewrite.

Public comment included several detailed points from Jim, who urged more comprehensive corrections and updated photos and data in future full-plan work; staff and commissioners responded that the current package integrates the CORP and targeted chapter changes now and that a two-year, phased comprehensive update (conditions and issues first, then vision and directions) is budgeted for 2025'26.

The commission approved the recommending resolution (Resolution No. 2024-PC-001) sending the amendments to the village board (motion by Lumper; second by Zagami; ayes recorded, motion carried). Separately, the commission approved work order No. 20 to begin Phase 1 of the comprehensive-plan update (conditions and issues volume, community survey and public engagement) and recommended that staff ensure updated photos are incorporated into the materials (motion by Mumper; second by Hoffman; ayes recorded).
