The Village of Weston Plan Commission on Dec. 9 approved an amendment to conditional use permit 20230083 for Stainless Holdings LLC at 4305 Transport Way to allow a phased construction approach: complete three buildings now and keep the land for buildings 4'6 prepared for future development.
Josh Wiesman, property owner and operator, told the commission his intent is to finish the originally approved development in phases because he cannot complete the full build-out before his current permits expire. He said the east portion of the site currently has compaction and road base in place and a roughly 16-inch drop down to excavated areas; his proposal is to topsoil and seed the unfinished area so it is stable until phase 2 proceeds.
Commissioners and staff discussed an omission of curbing on the existing paved area. Staff said the original plan showed curb but that it was missed in review; the curbing currently stops at the entrance and does not continue around the pavement perimeter. Roman and planning staff recommended a compromise: require a mountable or similar curb on the finished portion as a tradeoff, while recognizing that the expansion area would later be built to standard curb when developed in phase 2. Commissioners raised the financial impact on the applicant of adding curb now, given prior approvals and construction financing.
Commissioner Hoffman asked how the 16-inch elevation difference would be addressed during future phase construction; staff and the applicant stated the plan for phase 2 would be to bring the area up to the same grade. If phase 2 is built, curbing would be required then as part of a future plan submission.
The commission approved the amendment and the revised elevations and drainage plan with the specific added condition that "3 to 4 inches of topsoil and associated seeding be added," and that any further changes return to the commission (motion by Mumper; second by Zagami; ayes recorded and motion carried).
