Commission approves multimillion‑dollar continuing‑services contracts; shoreline stabilization award sees one abstention

The board voted to award the contracts to the recommended lowest responsive and responsible bidders and authorized the county administrator to execute related documents.
Purchasing senior agent Seth McConaughey presented five contract actions. Item A‑1 was a continuing‑services agreement for shoreline stabilization and restoration with a not‑to‑exceed value of $2,000,000 over five years; staff recommended awards to Dickerson Infrastructure Inc. (d/b/a Dickerson Bridle), Eastman Aggregate Enterprises LLC, and Ferrera Construction Company. Because of a commissioner’s employment relationship with Ferrera, that commissioner announced a recusal before the A‑1 vote.
Commissioners then voted on item A‑1 separately; the motion passed 4–1 with one abstention recorded by the board. For the remaining items the board approved:
- A continuing‑services agreement for painting services, not to exceed $1,500,000, awarded to ID Painting Corporation. - A continuing‑services agreement for utility infrastructure painting, not to exceed $1,500,000, awarded to two firms (A to Z Paint Contracting Inc. and Sun Art Painting Corporation) as the highest scoring firms. - A continuing‑services agreement for electrical services, not to exceed $5,000,000, awarded to Arlington Electric Inc. and W.D. Cook Electrical Services LLC. - A continuing‑services agreement for Hope Sound drawbridge repair and maintenance, not to exceed $2,000,000, awarded to Florida Drawbridge Inc. as the sole responsive bidder.
Seth McConaughey asked that item A‑1 be voted separately because of the conflict; a commissioner stated they had filed required recusal paperwork with the clerk. The board approved the remaining contracts unanimously.
The county will proceed with contract execution and tasking under the purchasing office’s standard continuing‑services procedures. Commissioners did not discuss substantive changes to scope in most items; the shoreline stabilization contract had the recorded abstention and a prior recusal noted on the record.
