Bluff to hold joint public hearings Oct. 28 on renewable-energy ordinance and updated general plan

Town staff said Planning & Zoning has finalized drafts of a renewable-energy ordinance and an updated general plan and recommended both be posted for public notice and heard at a joint public hearing on Oct. 28.
Erin (staff) said both a clean version and a redline of the general plan will be posted on the town website and that Planning & Zoning had suggested the renewable-energy ordinance include a conditional-use requirement for large wind and solar projects along with decommissioning provisions. A councilmember said the ordinance “does require the conditional use” and will bring larger projects to a public hearing where impacts on neighbors and wildlife (for example, bird protections and turbine blade painting) can be weighed.
Staff recommended a joint hearing with Planning & Zoning on Oct. 28 starting around 5 p.m. to accommodate a longer meeting, and will publish public notices in the San Juan Record. Council directed staff to post both clean and marked-up versions of the general plan for transparency and to circulate links for public review.
