Council allows Stewardship Utah to pursue Charity Bridge Fund application for CCC building, asks staff to investigate details

Erin (staff) told council the Charity Bridge Fund, launched by JustGive.org, requires a 501(c)(3) applicant and proof of lost funding; the town itself cannot be the applicant. Stewardship Utah indicated it is willing to serve as the fiscal applicant. Erin said, “the only two prerequisites to being able to qualify to file an application are a 501(c)(3) and then proof of lost funding.”
Councilmembers raised procedural and procurement concerns: how grant dollars would be held and disbursed, whether Stewardship Utah would act as a pass-through, whether the town’s procurement rules would apply to infrastructure purchases, and what contractual terms regarding ownership or stewardship of the CCC Building might be required. One councilmember asked whether Stewardship Utah retaining any ownership interest would be acceptable; staff said building title is solely in the town’s name and any ownership change would require affirmative town action.
Council signaled that staff (Malia and Erin) should conduct initial inquiry and that Stewardship Utah could begin the application process; staff will report back with clarifications about responsibilities, procurement compliance, and how funds would be handled before the town accepts any money or enters an agreement.
