County says Parish Avenue crosswalk likely; bids under way for County Road 37/Costco access

Wright County Commissioner Jeanne Holland told the City of Otsego council on July 28 that county staff and the county highway engineer expect to be able to install a flashing pedestrian sign or other crosswalk treatment on Parish Avenue near a planned trail crossing, and that the county expects to contribute funds for the crossing.
Holland said the county’s highway engineer reviewed speed limits on Parish and indicated a 40 mph speed limit across the corridor could allow a crosswalk or flashing pedestrian sign. “He said at some point, you can bring that way down to 40... if you have dense housing,” Holland said. Holland added county staff were “very positive” about the crosswalk and that the county typically implements crossings in concert with the city.
Holland also updated the council on County Road 37, where bids are coming in for work connected to a proposed Costco site. She said bids are arriving now, and that the county plans near-term funding: authorizing an initial $1 million and, in August, an additional $1.5 million to complete the road project. Holland said the county had faced delays obtaining signatures from MnDOT for elements of the project and that local staff had been pressing the issue.
The commissioner said contractors had expressed significant interest in the Road 37 work and that, if the county board approves, county and city staff will coordinate the crosswalk installation and any shared costs. No formal action by the Otsego council was requested or taken at the July 28 meeting on Parish Avenue; Holland’s report was informational and a county commitment to contribute was described by the commissioner, not approved by the city council that night.
Council members thanked Holland and asked about timing; Holland said bids are arriving now and that the county expects to act on them in the coming weeks. She reiterated that county staff considered the city’s staff easy to work with and that coordination would continue.
