CBA: governor signed "AB 11 75"; board to begin rulemaking and study continuing-education changes

California Board of Accountancy President Tu told the Enforcement Advisory Committee on Oct. 9 that the governor has signed "AB 11 75" and that the board approved proposed regulations and the initiation of a rulemaking to implement its provisions.
Tu said the board will pursue rulemaking contingent on enactment of AB 11 75 and that staff provided an overview of outreach to communicate examination and licensure changes proposed in the bill, including videos, monthly live question-and-answer sessions, podcasts, in-person and virtual events, social media posts and articles.
At the July 17 meeting the board continued discussions on continuing education and approved a policy recommendation to allow two new activities to earn continuing-education credit: participating in standard-setting workshops for the CPA exam and participating in pretesting for the purpose of calculating time for any formal program of learning, Tu said.
"Contingent on AB 11 75 being enacted into law, which it is law now, we approve proposed regulations and the initiation of a rulemaking to implement the various provision of AB 11 75," Tu said.
At the Sept. 18—619 meeting at the Marriott Burbank the board examined modernizing continuing-education requirements. Tu said research presented to the board showed "virtually all other states also require 80 hours of CE at each renewal or 40 hour per year," and that the board plans additional stakeholder outreach and research before proposing any change. The board emphasized a continued focus on regularly taken ethics education.
Tu also reported that the Committee on Professional Conduct heard a presentation from Mr. Fransello on alternative practice structures and the evolution of private equity in CPA firms; Tu said staff and members participated in outreach at California State University, Northridge.
The board did not adopt final regulatory text at this public meeting; Tu said a proposal on continuing education will be returned for consideration at a future meeting after further research and stakeholder feedback.
