The Farmers Branch Library Advisory Board discussed a new citywide procedure on June 12 that will shift preparation of official meeting minutes from volunteer board secretaries to a designated staff liaison.
Ryan, staff liaison for the Farmers Branch Library, told members the board secretary may continue taking notes for the board’s use, but “the official minutes that they'll vote on every meeting will be made by the staff liaison.” The change is intended to standardize minutes across all city boards.
Board members asked whether the change was permanent and how it would be handled if the appointed staff liaison or the director were unavailable; Ryan said the staff liaison for the meeting (the presenter) would take the official minutes for this meeting and that the director or another appointed staff liaison could do so in the future. Members agreed that volunteers could keep informal notes for continuity when officers are absent.
The discussion did not record a formal motion or roll-call vote adopting the change during the meeting. Ryan said the update is being applied across city boards; no additional procedural guidance beyond that statement was read into the record.
Board members did not raise objections during the discussion and asked practical questions about quorum and meeting operations when both an officer and an alternate are absent. Ryan explained the office of secretary remains available to run meetings if needed.
The board moved on to other agenda items after the discussion; there was no separate action item recorded to ratify the new minutes procedure during this session.
