The Angels Camp City Council on Oct. 7 adopted Amendment No. 1 to the 2025–30 Pavement Management Program, adding a section that identifies unfunded liabilities and including Balacito Road and Capello Road on the inventory for future consideration.
Public Works staff presented the amendment as an update that adds roads that previously were not inventoried and creates a living document to be adjusted annually. “Balacito Road and Capello Road were both previously not included on the mapping. They just weren't inventoried,” Public Works staff member Eric said, noting that the pavement condition index (PCI) for those roads is not yet known because the field survey has not been completed.
Why it matters: the amendment does not itself appropriate funds but clarifies future needs so council and staff can consider adding projects to upcoming CIP budgets or reprioritizing within the five-year program.
Next steps: staff said they will continue to survey inventory roads and bring updated PCI scores to future council reviews; the program will be amended as needed before each year's pavement-management approval. Council discussed whether routine adjustments should be reported back to council or managed by staff; staff and several council members favored reporting a summary to council and seeking policy direction when substantive changes are requested.
Action: Council adopted the amendment by motion and roll-call vote.
