Council awards Balacito Road sewer replacement contract; project to include traffic control and staged trenching

The Angels Camp City Council on Oct. 7 authorized the city administrator to execute a construction contract with R Sutton Enterprises for the Balacito Road Sewer Replacement Project and granted authority to approve construction change orders up to 5% of the contract amount.
Public Works staff said the work will increase sewer conveyance capacity and tie into recent completed projects, including the Booster Way sewer replacement and the Purdy Road improvements. “We are here tonight to request 2 actions. 1 is to authorize... to execute a contract with R Sutton Enterprises for the construction of our Balacito Road, sewer replacement project,” Dave Richards said in his presentation.
Project approach and impacts: Richards described multiple construction methods—bypass pumping and manhole-to-manhole replacement where crews remove old pipe and install new pipe in the trench, or building a parallel sewer and abandoning existing segments. He said some segments will require trenching across the roadway and that the contractor must maintain traffic control, keep at least one lane open and plate trenches at night.
Timing and neighborhood effects: the contract includes a 180-calendar-day contract period; staff said typical construction will effectively last three to four months with traffic control and lane shifts during daytime work. Contractors will need to excavate to locate and reconnect service laterals; staff said laterals are the property owners’ responsibility but the contractor will reconnect laterals to the new main as part of the work and that residents will be notified when temporary outages or plugs are needed.
Infiltration/inflow and system improvements: Richards said the replacement will include CCTV inspection and reconnection of laterals to reduce infiltration and inflow; the work is intended to produce a tighter system and to address recent vulnerabilities where sewer crossings adjoin waterways.
Action and outcome: council motioned, seconded and approved the resolution authorizing contract execution and the 5% change-order authorization; a roll-call vote recorded ayes and the project will proceed to construction with required traffic control and public notices.
