Craig (executive director, presenting for ESP) described the organization's summer programs: six weeks of day camp and two weeks of overnight camp that together served more than 500 unique participants systemwide and 24 local participants for at least one week this summer. He said ESP charges families 25% of program costs and relies on partner funding to cover the remainder. Craig said those reduced family fees allow parents to use respite services such as attending medical appointments or short personal breaks. "It still cost a 100 percent. So that gives us the opportunity to partner with places like Madison County to help fund that for some of the residents," he told commissioners.
Commissioners expressed support for ESP's work but asked staff to provide a current copy of the standing agreement or contract and to confirm legal and procurement requirements before approving county funding. County staff and commissioners discussed formalizing the relationship, possibly through a written contract or agreement tied to program deliverables and coordination with the Madison County School System for transportation during summer camp.
No formal appropriation was made at the meeting; staff were asked to provide the board with the existing contract documentation and follow up on what a formalized county agreement would require.
