Council reviews 2024 snow-and-ice control plan; priorities, permanent snow-pile sites identified

The City Council reviewed a revised 2024 snow-and-ice control plan recommended by the Board of Public Works, which establishes priority routes and operational procedures for plowing, hauling and contractor coordination.

Staff said the plan defines Priority 1 routes — including main streets, downtown, highways and school routes — to be cleared when accumulation reaches about 1 inch; Priority 2 routes are a broader set of streets to be cleared once accumulation reaches about 2 inches. The plan identifies municipal parking lots and key corridors as priorities and lays out how the city will stage snow piles to minimize downtown disruptions.

Staff said the city’s street crew has five full-time employees and historically depends on other departments during large storms; the plan is intended to reduce that reliance by narrowing emergency routes and clarifying responsibilities. Staff also said the city identified a primary permanent snow-pile site at a gravel parking lot in the Grandview area and a secondary site near an old tree-dump/borrow pit for larger storms.

Staff said the city will provide maps to contractors and property owners, and will produce outreach materials explaining where and how snow will be piled downtown to reduce confusion. The plan also includes guidance on contractor conduct and a proposed approach for addressing complaints when snow is pushed onto private property. Council members discussed enforcement and outreach but no separate vote on final adoption was recorded in the transcript.
