The project will install new control hardware at the water plant and power plant and include a hybrid cloud configuration with a local backup server to maintain control if the internet is lost.
Staff said HOA Solutions completed engineering and prepared specifications, and the recommended option (option A) includes a local redundant server for an additional roughly $12,000, a cost staff characterized as prudent redundancy for a long-lived system. Trevor, who presented the item, said the local backup allows operators to “unplug and operate the plant” should network or cloud access be disrupted.
The new system will provide a single control interface that lets water plant operators see and manage the water system remotely and reduce reliance on power-plant operators for routine water functions. Staff said the change is intended to improve operational efficiency and to enable the city to reduce overnight staffing once the system is fully operational; staff projected an eventual move from 24/7 coverage to a five-day schedule for on-site operations as retirements and attrition occur, though they said this would not happen immediately.
Council motioned to approve the award; the transcript records a 7-yes vote approving the project. Staff said installation was slated to begin in December and that HOA Solutions will perform final engineering and installation following procurement.
