Aurora renews stop-loss administrative services with Blue Cross Blue Shield for 2026

The Aurora City Finance Committee on Sept. 25 approved renewal of individual stop-loss coverage and administration with Blue Cross Blue Shield of Illinois for the city's self-insured medical plans for calendar year 2026.
Brian Caputo described the coverage as protection against very large individual medical claims. He said staff raised the attachment point where the stop-loss coverage would begin from $325,000 to $375,000 to avoid an otherwise large renewal increase; that change reduced the renewal to a 3.7% increase instead of a much higher figure. Caputo said prior years’ claims analysis showed savings would have offset costs for the adjustment.
The committee approved the renewal 5-0. Caputo said the city will likely rebid stop-loss and related services after existing multiyear commitments expire for related HMO arrangements.
