The McPherson County Board of Commissioners approved the purchase of three 36‑inch pipes for the Roxbury low‑water crossing and authorized county crews to perform the installation.
Elizabeth Hopp, public works project engineer, described efforts to dewater the site and the county’s change of approach after groundwater and springs prevented the originally planned work. "We could not do our original plan... In the last week, we decided to go ahead and put in that it would be best to put in pipes just to maintain the daily flow since that creek is a running creek," Hopp said.
The county approved a purchase of pipe from Frank Black Pipe and Supply for $10,260 and will use county crews to do the work. Hopp said the design will result in a span under 40 feet and an opening area below 20 square feet; once reconfigured as a culvert system, the county intends to turn the crossing over to the local township and remove it from the KDOT off‑system bridge list. Hopp said removing the bridge from the county list will allow the county to seek a $50,000 credit on the next application to KDOT.
Commissioners approved the pipe purchase by voice vote and confirmed county staff will undertake installation. The board discussed the prior attempt to dewater and the decision to pursue a pipe installation rather than a bridge repair that the crew could not complete because of persistent groundwater.
