The Gardner City Planning Commission on July 28 voted 5‑0 to approve the Hilltop Ridge preliminary plat, a reapproval of a plan the commission reviewed five years earlier and which had expired.
Staff said the overall development covers about 71 acres and roughly 150 lots and is zoned R‑1. The preliminary plat submitted is identical to the prior submittal and staff recommended approval with four conditions: provide a second point of access to the south to connect with Osage Street (traffic/access), minor roadway layout modifications for traffic calming, open‑space requirements, and standard stormwater conditions, including interim phasing and under‑detention considerations tied to full build‑out.
Commissioners had no substantive technical questions; staff confirmed nothing in the plat had changed from the previously approved submission. Commissioner Sosa moved approval with conditions 1–4 and Commissioner Combs seconded; the motion passed 5‑0.
Because the preliminary plat is administrative and technical, staff reminded commissioners that plat review focuses on engineering and lot‑size specifications rather than land‑use questions.
