The Gardner City Planning Commission on July 28 approved the revised preliminary plat and final plat for Tuscan Farm Phase 2, allowing development of six single‑family lots and two tracts on a 1.15‑acre portion of the larger subdivision.
Staff explained the plat relocates the amenity area farther west and creates a detention basin tract to the south; the street, water and sewer infrastructure were installed with Phase 1, so no additional right‑of‑way dedication was proposed. Staff recommended approval with three conditions addressing construction of the detention basin, excise tax payment and recording of the plat.
Commissioners asked how the city would ensure the detention basin is built before houses and staff said the developer must obtain a public improvement permit and pass inspection before building permits would be released. Staff also said the proposed detention tract is intended to serve the added three lots for this phase and could be relocated in later phases if the overall subdivision layout changes. Commissioner Combs moved approval; the motion passed 5‑0.
The final plat approval was administrative and included standard engineering and utility easements; building permits for the three lots will not be released until the detention basin is complete and approved.
