Council approves land sale to Evergy and awards steel contract for Substation 4 project

The Gardner City Council authorized a land sale and approved a separate equipment purchase for the city’s Substation 4 project.
The council authorized the city administrator to execute a land purchase contract selling 229,703 square feet of city property to Evergy for the Emerald Substation project for $150,132.68. The motion passed by voice vote.
Separately, staff sought council authorization to purchase galvanized steel structural components for Substation 4 (CIP project EL4005). Staff said three companies responded to the invitation for bids. The apparent low bidder (NBA) was disqualified after staff could not independently verify performance and quality of galvanizing. Another low-priced vendor, Valmont, was recommended by the city’s engineer but later declined to sign the city’s purchase agreement and asked the city to accept the vendor’s own terms; staff declined and resumed negotiations. With NBA disqualified and Valmont unwilling to accept contract terms, staff recommended awarding to SAS, which passed technical review and reference checks.
The council authorized the city administrator to execute a contract with SAS for $260,413.33 (including sales tax) for the purchase of Substation 4 steel. Council members voted in favor by voice vote.
Staff said the steel purchase is one of the last procurements needed before substation construction, noting extended lead times for substation materials. No public comment was made on these items at the meeting.
