Council awards $3.18 million construction contract for Cedar Niles lift station (WW8013A)

City staff presented the bid results for the Cedar Niles Lift Station project (WW8013A) and recommended accepting the low qualified bid for the gravity interceptor portion of the project.
Staff said the project was bid in June with bids opened July 23; six contractors submitted bids and the design engineer (GBA) and city staff determined the low bidder was qualified. “Therefore, we are here before you to suggest a motion to accept the low bid for the Cedar Niles Lift Station project, W W 8013 A, as received on July 26, and authorize the city administrator to execute a contract for the amount of $3,184,695,” the presenter said.
Council members questioned bid structure and contingencies. Staff explained the project was divided into three sections (gravity line, lift station and force main) and included additive alternates to encourage competition. The presenter confirmed geotechnical reports and soil borings were included at every manhole location and that contractors were aware of subsurface conditions.
On a recorded motion the council accepted the low bid and authorized execution of a contract with Redford Construction Inc. in the amount of $3,184,695 for the gravity interceptor portion (WW8013A). Staff said remaining portions of the project (lift station and force main) will proceed subject to separate bid evaluations and budget decisions.
Council members asked staff to monitor potential change orders and to confirm the geotechnical assumptions during construction.
