Council adopts amended development agreement for Grand Street Reinvestment Housing Incentive District (Resolution No. 2178)

The council adopted Resolution No. 2178 to approve an amended and restated development agreement for the Grand Street Reinvestment Housing Incentive District; staff said the changes do not affect the RHID cap or term.
Mister Wilk told the council the next step after adopting the amended reinvestment housing incentive district development plan was to amend and restate the development agreement between the city and the developer.
He told council that on Aug. 21, 2023, the council passed Ordinance No. 2777 establishing the Grand Street Reinvestment Housing Incentive District, and on July 21, 2025 the council adopted Ordinance No. 2845 adopting an amended and restated RHID development plan. The proposed amended and restated development agreement does not change the RHID cap or term, Mister Wilk said.
Bond counsel was present to answer questions, and staff recommended adoption of the resolution. Council adopted Resolution No. 2178, “a resolution of the City of Gardner, Kansas approving the execution and delivery of an amended and restated development agreement for an existing development project within the City Grand Street Reinvestment Housing Incentive District.” No council member recorded objections in the meeting minutes.
