Council approves rezoning and revised preliminary plan for Villas on Grama (Ordinance No. 2846)

Miss Bruce, a city planning staff member, told the council the applicant is amending a 2023 approval to replace a three-story, 90-unit assisted-living facility with 40 apartment units spread across 10 buildings and to relocate the planned amenity area closer into the development.
The change requires a rezoning and an amended preliminary development plan. Miss Bruce said the planning commission held a public hearing and heard one comment about views and project timing; the commission recommended approval with three conditions listed in the ordinance.
The proposal affects land generally located at East Grand Street and White Drive. Under the revised plan the same amenity area would be provided but moved from its originally mapped location to a site on White Drive.
Council moved to adopt Ordinance No. 2846, “an ordinance changing the zoning classification of certain land located in the city of Gardner, Kansas, improving the associated preliminary development plan, Villas on Grama First Plat,” under authority granted by Title 17 of the municipal code. The motion passed on recorded votes by council members, with Mayor Hunter voting yes.
Planning staff noted a third condition added by the planning commission tied preliminary plat approval to planning commission review but contingent on the council’s approval of the revised preliminary development plan. No appeal or further public hearing was recorded during the meeting.
