The Lansing City Council voted July 17 to set a public hearing for Sept. 18 on Resolution B7-20-25, which would consider establishing a Reinvestment Housing Incentive District for Monroe Manor and adopting the related development plan.
City staff described the Monroe Manor site as a 45.28-acre parcel at 724 North DeSoto Road with an estimated $11.6 million private investment. The developer requested RHID reimbursement of $3,000,000 in eligible costs on a pay-as-you-go basis and stated the project is expected to generate roughly $1,200,000 in new property tax revenue annually, which would fund reimbursement over time. Staff recommended setting the hearing date; the council approved the resolution unanimously.
Roman Hahn, identifying himself as owner of Circle H, and other project representatives answered council questions about the size and phasing. City and developer representatives said the concept yields about 194 homes and that infrastructure and home construction would likely deliver taxable homes in 2031–2032, with infrastructure and RHID paperwork earlier in the schedule.
The developer characterized Monroe Manor as a different approach from other recent RHIDs, asking for a smaller RHID share (26% of the project’s $11.6 million investment equals the $3,000,000 request) and a shorter payback period: “It’s ours is paid out, done in 6 years,” the developer said, adding that by year seven the taxing jurisdictions would receive full benefit of the incremental tax revenue the project creates.
Council discussion touched on prior plats for the area and how current proposals compare to older conceptual plans; the developer confirmed the current plan covers more area than the earlier plat and acknowledged changes made after planning commission feedback, including trees and trails. The resolution sets the formal public hearing; substantive approvals would require a later council vote following the public hearing and completion of required RHID documentation under state statute KSA 12-52-41.
The council voted to set the hearing date by roll call; Councilmembers Robinson, Clemens, Brumgard, Studnica, Gardner, Kirby, Kowalewski and Garvey recorded unanimous support.
