City backs two state housing incentive applications for local developments

The El Dorado City Commission on Sept. 15 approved resolutions supporting two separate state housing incentive applications that local developers plan to submit to the Kansas Housing Resources Corporation.
The commission authorized city staff to prepare and submit an application from Liberty Communities LLC for the Kansas Housing Investor Tax Credit (KHITC) program in support of the Adelsberger‑Smith addition. City staff said the KHITC program provides tax‑credit support to developers and that the city’s role is to provide a local resolution of support; the developer will pursue credits and build inventory in the subdivision.
The commission also approved a resolution supporting a moderate‑income housing (MIH) grant application on behalf of Nathan Ensminger for a proposed conversion of an existing Moose Lodge building into 10 rental units. Steven McVay appeared for Ensminger and read the applicant’s supporting statement. The project would renovate a structurally sound 20,000‑square‑foot building to create 10 two‑ and three‑bedroom units, with exterior upgrades, balconies, high ceilings and expanded natural light. The applicant said the location (adjacent to golf and trails) and the reuse of a vacant structure make the project well suited to MIH funding.
Staff noted the MIH program has eligibility requirements and that the city’s resolution is part of the application package. The commission voted to authorize the KHITC application support and to back the MIH grant application.
