The City Commission voted to award a resurfacing contract for Central Avenue (project 631) to APAC Kansas after the firm submitted the lowest bid of $488,519.41, city staff said.
The award matters because Central Avenue is a state highway the city is responsible for maintaining. The project — funded in part through the Kansas Department of Transportation’s CCLIP program — includes a mill and overlay, and staff said the scope also adds underdrains and drain fields at the Haverhill intersection to mitigate groundwater issues.
A city staff presentation noted the engineer’s estimate for the project was $592,942. APAC Kansas submitted the low bid of $488,519.41. Staff said work already in the area includes treated water‑line replacements; the resurfacing contractor will add underdrains designed to divert groundwater under the road.
City staff told the commission they anticipate a mid‑September start and expect the contract’s substantial completion date to be Oct. 11. The commission’s motion directed the city manager to award the contract contingent on the contractor furnishing proper bonds.
The motion to award passed by voice vote; no roll‑call tally was recorded in the meeting minutes. No amendments to the contract were made at the meeting.
