The sponsor said Texas has repeatedly suffered “uninteroperable” radio situations in disasters and daily public-safety work, and the bill seeks to “resteer the ship” by requiring the governor’s office to exercise approval authority so that new systems do not create further incompatibilities. Representative Louderback described the proposal as “not retroactive” and “not designed to cost any money,” but rather as a policy change to stop future incompatible purchases.
Committee members asked whether the bill would restrict fire, EMS and law-enforcement communications and whether the governor’s office would set specific technical standards. Louderback said the pause would allow the state to ensure new systems are compatible with surrounding counties and existing regional systems.
