Commission approves $144,790 recycle baler after rejecting undersized low bid

Tyler (staff member) told the commission six bids were opened on Aug. 4. The lowest bidder, BE Equipment Inc., submitted a $133,651 bid but had six specification exceptions; most significant, Tyler said, were dimensions that would make the unit too large for the existing recycle center placement and would require costly building modifications. "The most important exception is that the dimensions of the balers submitted by BE Equipment Incorporated are too large to fit the location," Tyler said.
Staff recommended denying BE Equipment’s bid and awarding the contract to Reaction Distributing, the second-lowest bidder, despite minor exceptions (e.g., cycle time and small dimension variances within approximately six inches). The staff report estimated the existing baler has a roughly 20–25 year life cycle and that standardizing parts across machines was a priority.
The commission voted to reject BE Equipment’s bid and approve Reaction Distributing’s $144,790 bid. Staff said the cost will be included in the city’s planned 2025 general obligation bond issuance, expected around December.
