Garden City commission approves additional $200,000 round of APAC grants

The Garden City Commission on Aug. 19 authorized staff to open a $200,000 additional round of APAC grant funding and to use the evaluation rubric presented by staff.
City staff said the fund is established under KSA 69-41a04 and is derived from alcohol consumption taxes. Danielle (staff member) told the commission the city has used prior flexibility in the fund to support prevention strategies and that the proposed round would prioritize projects that address youth leadership engagement, support for health-care providers and co-responder programs. "Staff recommends the governing body authorize staff to release the application for APAC funding in 2025 for $200,000 and use the application scoring rubric as presented," Danielle said.
The extra round follows earlier supplemental awards the commission has authorized: $250,000 in 2023 and $75,000 in 2024, Danielle said. The staff presentation described two prior grant tracks: one $50,000 pool for requests of $6,000 or less (staff-reviewed) and a separate $50,000 pool for requests over $6,000 (committee-reviewed). The recommended $200,000 round is intended to preserve fund balance for future rounds while expanding one-time capacity-building awards now.
Commissioners discussed refining priorities and whether to deprioritize childcare-related requests because economic development has pursued private childcare solutions. Commissioner Unruh and others said they preferred focusing on the top three goals (youth engagement, health-care provider support and co-responder programs) but opted to keep childcare on the rubric so the committee could consider it. Danielle said the application due date was updated to Sept. 19 and that scoring sheets and committee notes would be returned with recommendations so applicants could receive feedback.
Commissioners approved the staff recommendation by voice vote. The commission’s action only authorized release of the application; final funding allocations will come after applications are scored and the commission acts on recommendations.
