Chief Policy Adviser Amy Tsai told the committee on Sept. 9 that the city’s interlocal agreement (ILA) with King County District Court does not currently include probation costs for active supervision cases and that the court has asked cities to add those costs to the ILA. Tsai said the amendment would cover probation supervision and associated clerk costs but would not add charges for facility or security costs.
Tsai estimated the additional cost to Redmond at about $135,000 per year, based on previous years’ caseloads; she noted the amount depends on actual probation caseload and would begin to be accrued in 2026 with billing occurring the following year (2027 budget impact). The city’s ILA template in the packet is a standard form all contracting cities are using; Tsai asked the committee to place the amendment on the Sept. 16 consent agenda.
Council members asked clarifying questions and acknowledged the timing allows the city to plan in the next biennium. Council member Stewart said the amendment appeared fair and thanked Tsai for the advance notice. The committee advanced the item to consent by general assent.
