Kosciusko County commissioners approved a one-time permit allowing Northern Indiana Public Service Company (NIPSCO) to access county-owned property adjacent to Riverwood Ranch Road off Old U.S. 30 to repair a settled geoblock wall. County staff said the wall’s deterioration was causing flooding of Pathway Church’s parking lot and that NIPSCO sought permission to complete repairs on county land where no permanent easement exists.
Troy Kintzel, who presented the request for NIPSCO, said the company identified a geoblock wall that had settled and was affecting the church parking area; the work would prevent further settlement and potential flooding. Commissioners asked whether the request created a permanent easement; staff clarified the permit was for one-time access to perform the repairs, not to establish a permanent easement.
Commissioners moved and seconded approval of the permit and approved the request by voice vote. County staff noted NIPSCO would coordinate the repair to avoid impacts to the county’s storm outlet that routes across the field acquired for a previous roundabout project on Old 30.
The board’s approval authorizes NIPSCO to enter county property and perform repairs; any future requests for permanent access or easements would require separate review and formal action.
