Kosciusko County OKs federal bridge grant application, ARPA road paving and 2025 bid awards

In related action, commissioners approved using American Rescue Plan Act (ARPA) funds for repaving a stretch of County Road 200 South between county-maintained sections in the city of Warsaw and a recently completed bridge. The ARPA allocation for that repaving was recorded as $128,468.11. County staff and the highway superintendent said the segment had been held until completion of the bridge work.
Commissioners and staff distinguished formal approvals (motions to apply for the grant, to sign the financial-commitment letter, to accept the 2025 bidders list and to authorize the ARPA payment) from follow-up tasks: executing grant paperwork, coordinating contract documents with awarded bidders and scheduling the repaving work. No specific contractor award amounts for individual 2025 jobs were read into the record; staff said all bidders met specifications.
The grant application described the State of Indiana as the administering authority for the funding program; the county must provide the stated local match if the grant is awarded. County staff indicated the match would be funded from the Cumulative Bridge Fund in fiscal year 2029.
Next steps include finalizing and signing the grant application and commitment letter, and county staff executing contracts with accepted 2025 bidders and scheduling the ARPA-funded paving after standard procurement and project scheduling steps are completed.
