INDOT study team briefs commissioners on Propel US 30 alternatives analysis; public comment open through Dec. 13

Rusty Holt, study manager for the Propel US 30 project, updated the Kosciusko County commissioners on the project\'s Level 3 screening and next steps, saying the study has moved through alternatives analysis and will finalize early next year for submission to INDOT.

“We just finished and published a level 3 report, November 12,” Holt said, describing a multi-step screening that divided the roughly 60-mile corridor into 13 planning segments, five of which are in Kosciusko County. Holt said the level-3 screening evaluated packages ranging from a no-build option up through expressway and freeway alternatives, with recommendations, carried-forward alternatives and eliminated packages identified in the report.

Holt said the study prioritized safety first, then local and regional mobility, and that environmental and built-environment impacts were analyzed as the team refined cost estimates. “There are 5 that are within Kosciusko County… We have 13 different planning segments in our 60 miles,” he said. Holt directed residents to the project website, PropelUS30.com, and said the public comment period on the Level 3 report is open through Dec. 13.

Commissioners thanked Holt and urged the public to review the online materials, including fly-through videos and intersection schematics included in the report, and to submit feedback before the deadline. Holt said the final study will identify recommended alternatives for future projects and that any future construction will follow INDOT planning and funding processes.
