Oconee County Schools proposes new electronic-device policy under House Bill 340 and advances interactive-panel pilot

District technology officials told the board Oct. 6 they will present a draft board policy, JCDAF (use of electronic devices by students), at the Oct. 20 meeting for public review. The policy was developed in response to House Bill 340, referenced in the meeting as the Distraction-Free Education Act of 2025.
“My first action item involves revisions to board policy JCDAF, which was developed in response to House Bill 340, the Distraction-Free Education Act 2025,” said Mr. McCullers, Technology Services presenter. “The purpose of this policy is to ensure that Oconee County Schools continues its commitment to fostering a focused and distraction free learning environment for students.”
Technology staff also recommended proceeding with the second phase of an interactive-panel pilot at the elementary level. After last year’s device demonstrations, the district recommended the Newline QPRO panels for the instructional pilot and said Howard Technology Solutions submitted the lowest bid: $44,144 for 20 panels. Presenters said the purchase would be paid for using E-SPLOST funds.
Both the proposed policy and the pilot purchase were presented as superintendent recommendations for formal board consideration at the Oct. 20 regular meeting; no board votes on JCDAF or the panel purchase were taken during the Oct. 6 work session.
