Commission authorizes mayor to sign 2025 Integrated Resource Plan for Western Area Power Administration contract

Garden City commissioners voted Aug. 5 to authorize the mayor to sign the city’s 2025 Integrated Resource Plan required by the Western Area Power Administration (WAPA) as a condition of the city’s long-term power contract.
Staff explained that the city purchases 2.298 megawatts of capacity under its WAPA contract that runs to 2050 and that WAPA customers must prepare or update an IRP every five years to meet objectives of Section 114 of the Energy Policy Act of 1992. The IRP documents how the city evaluates demand- and supply-side resource options, including conservation, renewables, purchases and generation, and must account for reliability, dispatchability and other operational requirements.
“The city of Garden City has a contract with the Western Area Power Administration, which we refer to as WAPA, for 2.298 megawatts of power until the year 2050,” presenter Mike said, and recommended the commission authorize the mayor to sign the 2025 IRP for submittal to WAPA. Staff told the commission there is no fiscal impact to approving the updated IRP.
The commission approved the authorization motion; a vote was called and the item passed. Staff will send the signed IRP to WAPA to satisfy the five-year planning requirement.
